With more than two decades of distinguished service at the NIH Clinical Center, Charles Gibbs brings exceptional leadership and institutional expertise to his role as Deputy Director of BTRIS. A graduate of St. Joseph’s University, where he earned his Bachelor’s degree in Finance, he combines strong financial acumen with deep technical insight — a rare and powerful combination in federal health IT leadership.
Over the course of 24 years at the Clinical Center, Charles has played a pivotal role in shaping and advancing enterprise informatics initiatives. As Chief of ITBAM (IT Budget and Asset Management) for the Clinical Center, Department of Clinical Research Informatics, he provides strategic oversight of IT financial planning and asset governance, ensuring responsible stewardship of resources while supporting mission-critical research operations.
He was instrumental in the early stages of BTRIS, helping to guide its development into a foundational research data resource for NIH. With approximately 25 years of IT experience — including extensive knowledge of NIH infrastructure — he possesses a comprehensive understanding of the technical, operational, and strategic frameworks that support biomedical research at scale.
His leadership and contributions have been recognized through multiple prestigious honors, including Clinical Center Director Awards and NIH Director Awards, reflecting his sustained commitment to excellence, innovation, and the advancement of clinical research informatics.
