Publication and Abstract Review
A NIH-wide policy for manuscript and abstract clearance procedures was established when by Scientific Directors (SDs) found that they were not being informed consistently about the findings of scientists in their ICs (SDs Minutes 12.04.96.3), to allow them to be informed about the findings of scientists in their IC and to ensure that submitted manuscripts complied with institutional regulatory compliance requirements. The IC review process does not impinge on NIH intramural researchers’ academic freedom, and does not include oversight of scientific content and/or findings.
Publication and abstract review consist of the following elements:
- Manuscript title
- A list of all authors
- Indication that all authors have approved the publication
- The journal to which the article is being submitted
- Meeting name, place, date (for abstracts)
- Human subjects approval and protocol number
- Animal study proposal (ASP) approval and number
- CRADA-related work
- Patent applicability
- Newsworthy nature
- Dual Use Research of Concern and Select Agent
- NIH Publishing Agreement and Manuscript Cover Sheet
- Submission to PubMed Central upon acceptance
- Inclusion of the mandated disclaimer within the publication or on the presented poster:
- "This research was supported [in part] by the Intramural Research Program of the National Institutes of Health (NIH). The contributions of the NIH author(s) are considered Works of the United States Government. The findings and conclusions presented in this paper are those of the author(s) and do not necessarily reflect the views of the NIH or the U.S. Department of Health and Human Services."
